Assignment 4 A. Denio

The main author of the article, States and Cities in Scramble for Stimulus Cash, is Monica Davey. Others who contributed to the article were Robbie Brown, Michael Cooper, David M. Herszenhorn and Robert Pear. Monica Davey is a columnist for the newspaper New York Times.
This article appeared in the paper on February 16th, 2009, in the U.S section of the paper.
The article was written to show how the states are trying to get money form the stimulus package. Many states are worried about getting their money. Rhode Island for instance does not have a good renewable energy program but still hope to receive money for their program. Arkansas and North Carolina have not had big educational budget problems, but they still want the money to enhance their education. Massachusetts feels that too much of the money is going to go towards the Turnpike instead of other road and bridges projects. Lastly, the state of South Carolina does not even want it, because Mark Sanford thinks it is a bad idea.
The main argument of the article is to point out how states through out the country feel about how the money should be divided and used. I personally think that whatever money the states get they should use it for the best interest for their state. They should not worry about what other states are getting. Some states are worse than others so they should receive more of the money. I think that this plan will work, and start more jobs for people. I just think it will take a year or two to come into full effects.
