This aricle states that Sen. Feingold wants the people to have the power to elect a candidate to take the place of a vacated senate seat in a case similar to Baraq Obama. The 17th admendment states that the governor has the power to elect a person to take over the senate seat. In the past election of Baraq Obama, there was some illegal acts that went down that caused the Illinois governor to be impeached. The governor was going to sell the vacated seat to the highest bidder and that's not ethical at all. So Sen. Feingold wants to change the 17th amendment to allow the people to have the power to decide.
